Referring to your letter of July 29, 1899, you are advised that on the 1st instant the Acting Secretary of the Interior granted authority for the Eastern Oklahoma Railway Company to locate and survey a line of railroad through Indian lands form Guthrie, Oklahoma, eastward to the west line of the Creek Nation south of the Cimarron River; also from the main line of the Atchison, Topeka and Santa Fe Railroad at the most feasible and accessible junction between the station os Bliss and the Salt Fork of the Arkansas River, and thence southeasterly through Ponca and Otoe & Missouria reservations and the county of Pawnee by way of the town of Pawnee to the north boundary of the Creek Nation near the confluence of the Cimarron and Arkansas rivers; also from some feasible and accessible point upon line No. 1, as above mentioned, in Pawnee County, by way of Stillwater, Pawnee and Pawhuska to a connection with the line of the Kansas, Oklahoma Central and Southwestern Railway at or near Bartlesville, Indian Territory.
This authority is granted upon the express provision that the company will, as early as practicable, file a formal application for the location and survey of said lines of railroad and will, in all respects, conform to the regulations of the Act of Congress of March 2, 1899, entitled, An act to provide for the acquiring of rights of way by railroad companies through Indian reservations, Indian lands and Indian allotments, and for other purposes, (30 Stats., 990), and with all the rules and regulations of this Department prescribed thereunder.
