Dear Sir:
Referring to yours of March 6th, as to carrying station agents on February rolls÷I
did my best to make clear to Mr. Bailey that the rolls were to go in from his office, but as
he returned them to me, having made them up in his office, I thought the better way was
to get them to you without further delay, and therefore signed the same and forwarded as
stated at the time. If the construction account is not being credited with the business
being done on the E. O. Ry. there are a number of charges which should be made against
the Operating Department÷such as when I have my material men load cotton for
shipment, and the coal consumed, and wages of train crews in hauling commercial
freight, and a number of other items.
The track is now surfaced from Guthrie to Ripley, and by day-after-tomorrow I
will have made such changes at the steam shovel cut as are necessary, and have
resurfaced the banks which were widened by the steam shovel.
The depots at Campbell and Iowa City are completed; while that at Perkins is fast
nearing completion.
Stock yards are in place at Campbell, Iowa City and Perkins and I see no reason
why the management of the stations and train service should not be turned over to the
Oklahoma Division at any time you may direct.
I have about eight miles of steel stored at the wye, which I did not judge
it
economy to handle until it could be put into the track direct, as it is in no
danger from fire. I am also placing a number of pipes near Goodnight and am
working upon the well at Iowa City, the section house at Perkins and the bunk
house at Iowa City; but I do not think this would prevent the turning over of
such line as might be needed. I would, of course, desire to retain the crews
now in the construction service, under the construction department; as they
are thoroughly, under the construction department; as they are thoroughly, familiar
with the work, and they should not be turned over to t he Oklahoma Division,
for older men will obtain their runs, to the detriment of out construction work.
The material yards at Perkins should remain under my control. Page 70 Splinter

It occurs to me that there might be a number of changes or additions to the
existing facilities at some points on the line, which the operating department might want
made before accepting the road; and I would therefore be glad to be advised if it would
not be well to have Mr Bailey go over the line with me and designate such changes as he
would wish made.
