Repling to your cipher message of May 16th:
1st. The Eastern Oklahoma Railway from Guthrie to Pawnee:This makes a total yet to expend for the above three lines of $591,900. In the amount given as expended May 1st, Pawnee to Ralston, $2200 is for engineering and $15,800 for estimated value of old Santa Fe Pacific steel rails which have been paid for by Eastern Oklahoma. In the estimate of amounts expended on Guthrie and Western is included $19,400 for old Santa Fe Pacific rail which has been paid for by The Eastern Oklahoma, and for which we will make bill against the Guthrie and Western.Estimated cost of construction $1,038,300 Expended to May 1st 793,800 Yet to expend to complete 244,500
2nd. To complete line from Pawnee to Ralston:
Estimated cost 286,000 Expended to May 1st 18,000 Balance yet to expend 268,000
3rd. Guthrie and Western:
Estimated cost 120,000 Expended to May 1st. 40,800 Yet to expend 79,400
The value of the rail charged against the line from Pawnee to Ralston and from Seward to Downs has been deducted from the amounts expended on The Eastern Oklahoma in order to balance the account. There are also expenditures for lumber and material through the storehouse for the month of April of which I have as yet recieved no account, which will increase the amount expended and reduce the amount yet to spend. I think we should also make an allowance of say $40,000 for inprovement of yards, tracks and buildings at Guthrie.
The revised estimate of cost of The Eastern Oklahoma from Guthrie to Pawnee is $129,800 above the estimate sent you September 17th, 1899. This is due to increase the amount of iron bridging on this line which was found necessary, owing to the size of the streams and also to finding more rock in the

cuts between Stillwater and Pawnee then was expected, or indicated by the appearance of the ground. About $45,000 of the increase is also due to using .6 maximum grade over a piece of track two miles in length on which one per cent grades were used in making up the first estimate. I think the estimate is high, but believe it best you should base your estimates for money needed on the figures above given. The location to Ralston is 17.41 miles long, saving in distance over preliminary line of some four miles. While the cost per mile will be greater, the total cost is less, and the saving in future operation will justify the increased cost per mile. It has all the advantages of the preliminary line so far as getting the line far enough east from Pawnee to admit of building a branch south in the future.
